Abstract
The purpose of this study is to determine and analyze the application, obstacles and efforts to overcome obstacles in the implementation of Good Governance in Leadership Administration Services and Protocols at the General Bureau and Human Resources of the Coordinating Ministry of PMK. The method in this study uses a qualitative approach. The implementation of good governance in the Leadership Administration Service and Protocol at the General Bureau and Human Resources of the Coordinating Ministry of PMK some of the principles of good governance can be applied and in accordance with PP No. 101 of 2013, namely excellent service and the rule of law, but in the dimensions of professionalism, accountability, transparency, efficiency, effectiveness have not been fully implemented properly, as for the obstacles that occur, namely HR capabilities that still need to be improved and efforts have been made With the education and training carried out regularly, especially for implementers. Obstacles to the implementation of good governance are various weaknesses / shortcomings both from the government itself and from the competence of employees as implementers. Efforts to overcome obstacles, namely to improve the ability of human resources, education and training are carried out regularly by providing materials related to improving the thinking skills of activity implementers, continuing to coordinate and communicate from leaders to implementers intensively.
